Using Optimized Battery Charging in iOS 13 and later devices, your iPhone uses on-device machine learning to understand your daily charging routine. So if your phone always stops when it is 80% charged then it may be that the Optimized Battery Charging option is enabled in the phone’s settings.
Your iPhone may become slightly warm while charging. To extend battery life, the phone’s software prevents charging from going above 80% when it gets too hot. Once the temperature drops, your iPhone will start charging again. Try moving your iPhone and charger to a cooler place.
