A country is encouraging 25-year-old college-going girls to become mothers. Not only this, if a college going student gives birth to a healthy child, then not just one or two but the entire Rs 81,000 will be given to her. This is the announcement of the Russian government, which is currently facing a war situation. Last year, to increase the population, a Russian minister had asked people to ‘have physical relations during office breaks.’ There are concerns all over the world due to the ongoing war between Russia and Ukraine. But amidst this war, Russia is facing another problem. That is the continuous decline in population.

On one hand, the population on earth is continuously increasing, while on the other hand many countries are struggling with decreasing human resources. Before Russia, Japan and China have also faced the same problem. In such a situation, now Russia is also taking steps like these countries. According to the report of The Moscow Times, under a major initiative in the Karelia region of Russia, a compensation of 100,000 rubles (about Rs 81,000) has been announced to female students under 25 years of age if they give birth to a healthy child. However, to get this compensation, it is necessary that these girls who become mothers should be full-time students in any local university or colleges. Besides, these girls should also be residents of Karelia. However, it is not clear in this new law whether this bonus will be given to those mothers whose children are born dead or not. Also, not much information has been revealed about whether mothers of children who die due to Sudden Infant Death Syndrome or mothers of disabled children will get this compensation or not.
Youth are leaving the country due to war
Only 599,600 babies have been born in Russia in the first six months of 2024. This number is 16,000 less than the same period in 2023. This deficiency has worried the Russian government. There are several main reasons for Russia’s population decline, such as low birth rates, high adult death rates and youth leaving the country. The number of youth who have left this war-torn country is the highest. Due to the ongoing war with Ukraine on the border, many situations have arisen within the country as well.
An atmosphere of panic due to decreasing population
Kremlin spokesman Dmitry Peskov described this demographic situation as “an emergency for the future of the nation.” Additionally, the national government plans to increase maternity payments from 2025, paying 677,000 rubles (about $6,150) to first-time mothers and 894,000 rubles (about $8,130) for a second child. Let us remind you that the Russian government, fearing the decreasing population, has earlier given strange statements like ‘Have physical relations during office breaks’.
